What are your business hours?
Our warehouse is open for sales to the public from 8:00 am to 4:00 pm on Monday – Friday and 9:00 a.m. to 1:00 p.m. on Saturdays. The warehouse is closed for all State holidays.
Can I buy surplus property?
Yes, anyone can buy State surplus property.
Please note that only eligible donees can buy Federal surplus property.
How do I know if I am an eligible donee?
Contact the Surplus Property warehouse at 828-3394 or refer to Application for Eligibility on the Federal Surplus Forms website.
Who do I contact if I have State property (supplies, equipment, or vehicles) that is no longer needed by our agency/department?
Per V.S.A. Title 29 Section 1556 (http://www.leg.state.vt.us/statutes/fullsection.cfm?Title=29&Chapter=059&Section=01556) Surplus Property will review all state property designated “surplus” by state agencies/ departments and determine the appropriate method for disposal.
- The agency/department determines that they have property that is no longer used and/or needed.
- The agency/department submits electronic notice to Surplus Property (at e-mail address: bgs-surplus@state.vt.us) detailing items that have been determined to be surplus. This electronic form (Surplus Property Notification Form) is currently available on our website at URL address: http://bgs.vermont.gov/business_services/surplus/forms.
- Surplus Property (SP) reviews list and determines screening requirements. It is often possible to determine appropriate disposition based on detail submitted by the agency/department on the Notification Form.
- SP may call department/agency contact with questions on items to assist with determining disposition. Typically, a few simple questions will help determine the appropriate disposition. In some cases, the customer is able to provide a digital picture via e-mail to assist this process. We make every attempt to avoid costs and environmental impact of traveling to your site to screen items in person.
- SP may e-mail or call department/agency contact to schedule on-site screening to assist with determining disposition.
- Inform agency/department of disposition applicable for each item. When we do a physical screening we typically tag each item indicating the approved disposition (deliver to warehouse, e-waste, metal recycle, trash).
- Approve for delivery to the Waterbury warehouse: The agency/department is responsible for coordinating and paying for transportation costs. Requests for moves can be submitted via web Move Request form located at URL address: http://bgs.vermont.gov/facilities/propman/moverequest
- Approve for e-waste and recommend appropriate vendor: Agency/department is responsible for coordinating and paying for transportation and disposal costs.
- Approve for metal recycling or trash:
- State-owned buildings - agency/department is responsible for coordinating disposal with BGS District Facilities Manager, costs are covered as part of agency/department annual fee-for-space costs
- Lease buildings - Agency/department is responsible for coordinating and paying all transportation and disposal costs
- Coordinate on-site auction/sale: Surplus Property attempts to coordinate with agency/department in order to minimize their transportation costs.
Can I give or sell State property (supplies, equipment, or vehicles) to another agency/department?
No, your department/agency cannot give property to another agency/department but State Surplus Property can, per
V.S.A. Title 29 Section 1556 (http://www.leg.state.vt.us/statutes/fullsection.cfmTitle=29&Chapter=059&Section=01556)
Surplus Property will review all state property designated “surplus” by state agencies/departments and determine the appropriate method for disposal. Our first objective is to place surplus property with another state agency/department as needed and you should identify any and all agencies/departments that you know might have a need for an item that you plan to surplus. Typically, when the transfer is made without the item actually coming to surplus (so we do not
handle, advertise, etc.) there is only an administrative fee to cover the costs of paperwork processing and tracking.
Can I throw away State property (supplies, equipment, or vehicles) that is broken or the condition is nonusable?
Not without approval from Surplus Property, per V.S.A. Title 29 Section 1556 (http://www.leg.state.vt.us/statutes/fullsection.cfm?Title=29&Chapter=059&Section=01556) Surplus Property will review all state property designated “surplus” by state agencies/ departments and determine the appropriate method for disposal.
Do you take credit cards?
No, we currently only accept cash, checks, or money orders. Please note that large dollar purchases may require cash or certified bank check.
Do you deliver?
No, all shipping or pickup arrangements and costs are the responsibility of the buyer.
How do I establish eligibility for the Federal Surplus Property Program?
The following forms must be completed and sent to us at the address noted above in order to establish your eligibility for the Federal surplus property program (click Forms and Publications button for copies of forms):
o Assurance of Complianceo Certification Regarding Debarmento Application for Eligibilityo Designation of RepresentativeEach form must be signed by the CHIEF EXECUTIVE OFFICER.
Please be certain that each form is completely filled out and signed in the proper place and that all four forms are returned to us.o Assurance of Compliance - This form obligates you to comply with the various federal regulations on non discrimination.o Certification Regarding Debarment - This forms certifies that the applicant is not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation by any Federal department of agency.o Application for Eligibility - This form explains the obligations an organization assumes when acquiring Federal property.o Designation of Representatives - This form names one more representatives to act for your unit who are authorized to obligate any funds and sign issue sheets.Vermont municipalities and public schools do not need to provide any further documentation. Other organizations requesting eligibility as a public agency must furnish some proof of their status (for example: a copy of the legislation that established the organization, license, certification etc.).
