Title: Capitol Complex Security Budget Recommendation

 

Capitol Complex Security Budget Recommendation

In accordance with Section 44, Subsection 172 of Act 29 of the Acts of 1999, the Commissioner of Buildings and General Services is submitting the Capitol Complex Security Budget Recommendation.

Recent Background:
During the past year, a number of improvements have been made to the security services provided in the Capitol Complex. BGS, through its security division, conducted a re-analysis of the systems, policies and procedures in place since the last evaluation. All Capitol Complex facilities and grounds were addressed during the most recent assessment.

Notable findings/improvements include:

  1. A Security awareness training program should be developed for all state employees.
  2. The visibility of the guard force was enhanced by the positioning of key personnel throughout the complex.
  3. We continue to work toward a statewide standardized identification system by adding 2,200 state employees to the ProWatch database in 2006. The Capitol Complex is 100% compliant.
  4. Completed the card access migration to the ProWatch system.
  5. A comprehensive policy and procedure manual has been written, developed, and implemented.
  6. Communication between Capitol Police, Supreme Court Security, and BGS Security should be enhanced to improve on response efficiency.
  7. Installed emergency fire Knox-Boxes throughout the Capitol Complex.  Each Knox-Box has been equipped with a new key and access card for the Montpelier Fire Department use only.
  8. A guard training program has been updated and revised to reflect the needs of the Capitol Complex.

In an effort to address these security issues, BGS management has empowered the Security Division to proactively seek solutions to the challenges of the Capitol Complex.   This was achieved by conducting assessments of current security protocols, making changes to meet best practice standards within the security industry, and improving guard accountability through required utilization of on-line standardized reporting.

No additional funds are required or requested by BGS.
