Title: Energy Contracts

Energy Services Contract Status

In accordance with 29 VSA Sec. 152 (27) an energy services company named NORESCO was selected through an RFP process to which there were seven respondents. A  BGS selection committee selected NORESO based on their superior proposal and experience.  Subsequently, NORESCO has completed a thorough detailed energy audit of all buildings in the Montpelier, Middlesex and Waterbury campuses.  The audit identified all potential energy and water savings measures (ECMs). From this comprehensive list we have chosen a package of the best candidate ECMs with the greatest benefits relative to cost. The construction cost of the ECM package is $4.5 million dollars with annual savings guaranteed to amount to more than $ ½ million per year.  Subsequent to the selection of ECM’s package we have negotiated a principal terms of a contract for construction of the ECMs with NORESCO.  

Status of Contracts with Private Sector Providers
For Energy-Smart Buildings 

In accordance with Title 29 §152(a)(28) the following report is submitted on performance contracts undertaken with private sector providers to create energy-smart State buildings and facilities primarily through revised operating strategies that will result in operating cost savings. There are no new contracts this year.

Energy service contracts that the Department of Buildings and General Services has entered into do not fall into the definition of this category.
