The Vermont Department of Buildings and General Services has officially launched the second phase of the Municipal Energy Resilience Program (MERP) through the establishment of the Municipal Energy Revolving Fund (MERF), as authorized under Act 172, Sec. 5, 29 V.S.A. § 168a.
MERF is a revolving loan fund capitalized with funding from the U.S. Department of Energy’s Energy Efficiency and Conservation Block Grant (EECBG) and Energy Efficiency Revolving Loan Fund (EERLF) programs. It is designed to finance energy audits and energy efficiency improvements in municipal buildings across Vermont through providing loans.
