We are very excited to be able to serve the energy efficiency needs of Vermont municipalities through the MERP Implementation Grants, which total to $35,906,142.00 across all 14 Vermont counties.  

Awards for the MERP Implementation Grant have now been decided. Grant Agreements and Award Letters have been deployed to awardees.

Refer to our Updated FAQ Document, inclusive of new information allowing grantees to understand their awards further, and assist in the return of signed grant agreements.

MERP Affirmation of Use of Funds FORM (AUF)
This form must be filled out and returned to BGS by MERP Implementation Grant Awardees BEFORE 12/16/2024, this is to be sent back to affirm the use of funds and that awardees agree to send in invoices.
MERP IG Payment Request Form
This form is to be submitted to BGS once an awarded municipality has expended funds and needs reimbursement, an awardee would fill this out and send along with all invoices and proof of payment on those invoices.

MERP Implementation Grant RESOURCES

 

  • Vermont Department of Historic Preservation Memorandum of Agreement / VDHP Review Application – A majority of funded projects will require a review by the VT Department of Historic Preservation (VDHP), this document includes the agreement which was signed between VDHP + BGS that defines the review process and what implementations will be allowable by VDHP. It also includes a list of project measures that are exempt/non-exempt from VDHP review, and the application a municipality would fill out in order to receive a VDHP review.

 

  • VLCT Model Procurement Policy: A model process for project procurement and bidding that municipalities can follow if they do not have an established town procurement procedure
