ITS75 Software & Services Contracts

The State of Vermont is issuing several Contracts for software and related services as a result of a Massachusetts-led multi-state Request for Proposal (RFP) that Vermont participated in, and under which Vermont state agencies and other authorized purchasing entities in Vermont may procure under four categories of vendors.

These Contracts, once fully executed by the State, will cover a full range of software and related services that help the State quickly access the potential benefits of ITS75 that include:

• Covers nearly all software available on the market.
• Software resellers, publishers, and implementation services under one Statewide Contract.
• Competitive pricing made possible by multi-state buying power.
• Prompt payment discounts from several vendors.

Category 1 - Software Resellers:

• Large account resellers authorized to sell products directly from multiple software publishers or
    authorized distributors.
• Contractor must have a resale and/or distribution agreement with the software publishers prior to
    reselling and/or distributing the products under ITS75.
• In addition, software packaged with hardware as an appliance may be provided, but only with the
    written approval of the State’s Chief Procurement Officer on a case-by-case basis.
• Contractor may, with the approval of the Purchasing Entity, work with sub-contractors to provide
    eligible services.

Category 2 - Niche Software Resellers:

• Contractor must have a resale and/or distribution agreement with the software publishers prior to
     reselling and/or distributing the products under ITS75.
• In addition, software packaged with hardware as an appliance may be provided, but only with the
    written approval of the State’s Chief Procurement Officer on a case-by-case basis.
• Contractor may, with the approval of the Purchasing Entity, work with sub-contractors to provide
    eligible services.

Category 3 - Software Publishers and Cloud Services Providers

• As distinct from resellers of software or cloud services, these vendors own the software or Cloud
    services they are offering.
• In addition, software packaged with hardware as an appliance may be provided, but only with the
    written approval of the State’s Chief Procurement Officer on a case-by-case basis.
• Software related services such as technical design, implementation, integration, installation,
    configuration, customization, training, documentation, licensing consultation including volume license
    agreement (VLA) administration maintenance, support, and cloud migration and monitoring may be sold
    through this category.

Category 4 - Software Implementation Services Providers:

• Services include technical design, implementation, integration, installation, configuration,
    customization, training, documentation, maintenance, support, and cloud migration and monitoring.
• Software sales are not allowed under this category.
• Contractor must have partnerships with a minimum of five named publishers. See RFR Attachment A:
    Bidder Response Questionnaire, “Partnership Level & Pricing” for the list of named publishers.
• Contractor may not provide software sales.
